I had one fixed, I can't remember whether the bug started on WatchOS 10 or 11.
On the metropolitan watch face, with the activity complication in the bottom right (I don't know if location mattered), when tapping the complication to open the activity app, the crown would still scroll the watch face (often changing the size of the numbers when I went back to it), and would not work on the activity app. I could only scroll the app using my finger, or open it from the app list.
That's finally been fixed, although I stopped using that watch face because of it.
